So you’re a musician and you have a demo and you want to submit it to college radio?

That’s cool.  Do it.  Look up stations, find their address, etc.

So you haven’t heard back because the stations get a ton of stuff?  Damn, now what?

Now send it to a specific DJ.  Like me.  DJ Octoon.
